Energy Conservation Center

 

Overview

The Community Action Program of Lancaster County established the Energy Conservation Center (ECC) in 1976 to help low and moderate income citizens lower their utility bills. By lowering energy costs, eligible individuals and families can better afford housing, food and other necessities. Through conservation methods and increased insulation levels tailored to each home, the ECC helps reduce energy consumption and costs, while improving the quality of life for residents.

The Pennsylvania Low Income Usage Reduction (LIURP) is a statewide, utility-sponsored, residential usage reduction program, mandated by Pennsylvania Public Utility regulations. The primary goal of LIURP is to assist low-income residential customers to conserve energy and reduce their costs. CAP's ECC operates the home weatherization program for PPL and Columbia Gas. Additionally, the ECC works with the Lancaster County Redevelopment Authority to weatherize homes outside the City of Lancaster.

Program Qualifications/Income Guidelines

  • PPL Wrap Program - Applicants must meet PPL requirements. To determine if you qualify, contact PPL at 1.800.342.5775

  • Community Development Block Grant Administered by the Lancaster County Redevelopment Authority - Applicants must be a homeowner, reside outside Lancaster City and meet the income guidelines shown below. The program may involve window and door replacement (only on homes built after 1978), insulation work, air sealing, duct/furnace repair, and water heater replacement.

Q: What kind of work do you do?
A: ECC weatherizes homes which can include insulation, replacement doors, or replacement windows.

Q: Do I need landlord approval for weatherization upgrades?
A: Yes. In order for any work to take place, the landlord must sign documents that give the ECC permission to perform weatherization work.

Q: What is the cost to me for the weatherization work?
A:Only those households participating in the Lancaster County Redevelopment Authority program may incur minimal costs.

Q: Can I qualify for more than one program?
A: Yes. ECC tries to coordinate work among its programs to help customers as much as possible.

Q: Am I required to participate in any of these programs?
A: Depending on the utility company payment program you are enrolled, the utility may require your participation in a weatherization program.
