Outreach & Case Management

 

Overview

The Outreach program provides emergency assistance, crisis intervention, service planning and case management to economically disadvantaged families and individuals.

Outreach offices can assist people with food pantry referrals and housing and energy payments. For example, Outreach helps families make their rental payments with funds from the Department of Public Welfare. Outreach works closely with area food pantries throughout the county to insure people have access to food during times of crisis. The Lancaster City office serves as a distribution site for the Pennsylvania Department of Agriculture's Commodity Supplemental Food Program (CSFP) that provides boxes of food to eligible senior citizens.

Lastly, the Outreach program has contracts in Lancaster County to work with utility companies like PPL and UGI to insure that their customers have options when it comes to making their utility payments during times of crisis.

  • PPL's OnTrack Program - This is a special payment plan for PPL customers with limited incomes who are struggling to pay the full cost of their electric service. The program offers a special reduced monthly payment based on family size, income and electric use, and a chance to erase any debt owed to PPL.

    For those enrolled in the program PPL will:

     

    • Provide a reduced monthly payment as coverage for your electric service
    • Cancel a portion of any debt you owe PPL for every month you make your OnTrack payment by the due date
    • Provide energy education and weatherization services

    To stay enrolled in the OnTrack program participants need to:

    • Pay the OnTrack payment amount in full each month by the due date.
      NOTE: If you apply for LIHEAP and the grant amount results in a credit, you do not pay your OnTrack payment amount until all the credits are exhausted.
    • Verify type of installed heat source with the OnTrack caseworker
    • Notify the Outreach staff if a participant situation changes
    • Keep electric use at or below the usage amount before OnTrack enrollment
    • Apply for and cooperate with WRAP (Winter Relief Assistance Program)
    • Apply for energy assistance LIHEAP/Crisis (if eligible)

  • Operation HELP - Operation HELP provides emergency financial aid to pay heating bills for PPL customers with financial hardships. Operation Help is funded by customers, employees and PPL through agencies like the Community Action Program of Lancaster County.

  • CARES (Customer Assistance and Referral Services) - CARES is offered to customers who are experiencing a temporary hardship that will affect their ability to make their regular electric bill payment by the due date.

    Through CARES, a customer can receive energy conservation tips and referrals to other community programs for possible assistance with immediate hardships.

  • UGI's CAP (Customer Assistance Program) - UGI Penn Natural Gas's Customer Assistance Program (CAP), offers a monthly payment based on a percentage of your household gross income, household size and usage at the property. In most cases, this program will help make UGI Penn Natural Gas's bills more affordable. When bills are paid on or before the due date, the difference between the amount billed and the actual amount used could be forgiven. Contact UGI directly for more information at 1.800.276.2722.
