Welcome to the Community Action Program (CAP) of Lancaster County website. On the following pages, you will learn about a multi-faceted agency whose mission is to assist low-wage workers, retirees, and their families achieve true self-sufficiency and provide emergency services when necessary. As you will see, CAP has over 32 programs addressing a variety of social needs including job training, health and nutrition for mothers and their children, weatherization of homes, child care, emergency services, early childhood education, the stabilization of families and many, many more.
The causes of poverty have changed little since the agency's founding in 1966. However, the response to the challenges of poverty has changed and will continue to change in the years ahead. With today's shrinking tax bases, political instability, and record deficit spending, the agency can no longer depend on continued government funding alone. Now and in the future, community needs will be met by greater leveraging of local and community resources in conjunction with a diverse developmental plan. As you browse the following pages, you will see many opportunities for your involvement. Whether it be volunteering with Domestic Violence Services, making an in-kind contribution to our Head Start program, or donating to our child care center, you can help us make Lancaster County a strong, viable community in which to live.
