The CAP Employment and Training Program provides basic skills development and  work experience to persons without a high school diploma and who lack a steady work history.  The program is funded by the Lancaster Employment and Training Agency through the Workforce Investment Act and Pennsylvania's Welfare to Work program.  The program is located at the Lancaster CareerLink in Liberty Place at 1016 North Charlotte Street in Lancaster (the former Armstrong corporate offices).

In addition, the program operates    a Supported Work Program for individuals receiving public assistance.  The program is designed to assist welfare recipients in moving into the work force. This program is funded by the Pennsylvania Department of Community and Economic Development and the Department of Public Welfare.
