PPL has designated CAP as the operator of the OnTrack Program in Lancaster County. The program is a special payment plan for customers with limited incomes who are struggling to pay the full cost of their electric service. The program was mandated as part of the Commonwealth's Utility Choice program which encourages greater competition among all major utilities.

This program provides several benefits to low income payment troubled customers if they are accepted into the program:

a reduced equal monthly payment as coverage for the family's electric bill based upon family size and income
provision of electrical service without threat of cutoff
provides the cancellation of a portion of any debt owed PP&L for every month the family makes the OnTrack Payment schedule
Provision of energy education and home weatherization services

Eligibility is based upon family income with a family of four earning less than $25,050.

To stay in the program, OnTrack customers must make their monthly payment, keep their electric usage at or below a usage limit, apply for subsidized energy assistance (LIHEAP) and notify CAP if your situation changes.

UGI Utilities has designated CAP as the local operator of its LISHP program in Lancaster County. This program is designed to help low income households with delinquent natural gas bills.  

Like the PP&L program, the LISHP program provides for:

equal monthly payments of your natural gas bill based upon family income and size

energy information to help you conserve energy

forgiveness of your back debt if your monthly payments are made and are on time.

Eligibility is based upon family size and income.

Enrolled families must make their monthly payments on time and must keep their case worker at CAP informed of any changes in their situation which might affect their equal monthly payments. 

Enrolled families are also expected to apply for the state Low Income Home Energy Assistance Program and direct their subsidies to UGI Utilities.
