Lancaster Family Center

The Center is a collaborative effort between the County of Lancaster and the School District of Lancaster, with CAP serving as the operating agency.  The purpose of the program is prevent child abuse, encourage parent involvement in the child's education and to assist families in becoming self sufficient.

The Family Center works:

to promote positive child development through effective parenting, early intervention and outreach services
to support and preserve the family unit as the foundation for success of children
to assure healthy development and health care services for children

Listed below are the programs operated by the Family Center.

Parents As Teachers

Serving residents of Lancaster City & County,  P.A.T. Is a unique and exciting program that supports parents in their role as their child’s first and most influential teacher. Click here to connect to the PAT national website.

Parents as Teachers (PAT) is an international early childhood parent education and family support program serving families throughout pregnancy until their child enters kindergarten, usually age 5. The program is designed to enhance child development and school achievement through parent education accessible to all families. It is a universal access model.

Services Provided:              Personalized home visits with a certified Parent Educator, specially trained in child development; information guidance and support to parents as their child goes through various stages of development; individualized lesson plans to meet the child’s needs; parent meetings providing opportunities to share parenting experiences and to gain insight on topics of interest; periodic screenings to assess the child’s development; and referrals to local resources for health, education, employment and recreation-related services.

Parent Child Home Program

The PCHP is a research-based home-based program targeted at families with children at risk of educational disadvantage.  The program reaches families who, because of isolation and poverty, may not be participating in group or center-based literacy or school readiness programs. 

Families with children ages two and three are visited twice weekly for two years.  Each week the Home Visitor brings a new book or toy, which remains with the family permanently.  The Home Visitor, using carefully selected books and toys, models for the parent and child together, verbal interaction and parenting techniques through reading and educational play.

Research on PCHP demonstrates that participation in the program substantially improves at-risk children's school success rates, including their performance on standardized achievement tests.

PCHP also increases parents' verbal interaction with their children, strengthens parenting skills, and develops the parents confidence and self-esteem.  Parents who participate in the program often return to school, get their GED and/or find employment.

Lancaster Family Center @ 
Martin Luther King, Jr. Elementary School

Case management services are provided to families of children attending the King El. School.  Families are assisted with issues that may be hindering a child’s participation and productivity in school.  Case Managers work with families to identify family needs and strengths.  Such needs may include counseling, money management, or housing issues.  After these needs and strengths are identified an individualized plan of service, and goals are developed.  Home-visits are conducted on a regular basis to monitor the progress on goals.  Families are referred to appropriate social services as needed.

Little Voices, Big Choices is a k-2nd grade peer group held once a week after school.  This group addresses issues children are having adjusting to their school environment, as well as to develop social skills and improve self-esteem.

Say It Out Loud is a 3rd-5th-grade peer group held once a week after school.  This groups goal is to help children become more productive in school, home and in their community by bringing children together to support each other in the issues that effect their lives on a daily basis.  This is done through discussion and activity.  Each child also establishes a goal plan with staff and assist in evaluating their progress.

Lancaster Family Center staff are out-stationed at Martin Luther King, Jr. Elementary School serve as advocates for Spanish speaking families, attend Coordinating Council meetings, work with students on an individualized basis and observe behavior in classroom, attend and supervise peer mediation, and assist school staff in facilitating other peer groups and adult workshops.

Supportive Services

The Lancaster Family Center and the Housing Development Corporation work together to improve the quality of life for families residing at both Duke Manor Apartments in Lancaster City and Oak Bottom, Phase II in Quarryville.  The objectives are to increase and promote trust between management and families, and to increase the confidence and self-esteem of individuals to foster cooperation with each other, thus increasing the sense of community.

Services provided include: Needs assessment; goal planning; information and referral to social service agencies; assistance in completing forms and applications; support and assistance in developing a resident council; and assistance developing, planning and implementing social, health and recreational programs.
